In a large bowl, combine the ground chicken, minced onion, minced garlic, quick-cooking oats, egg, milk, Worcestershire sauce, salt, and spices.
Use clean hands to mix all the ingredients together until thoroughly combined. Line a small sheet pan with aluminum foil. Spray with nonstick cooking spray.
Shape the meat mixture into a 3x7-inch loaf on the prepared sheet pan. Place the sheet pan in the preheated oven and cook for 25 minutes.
Meanwhile, make the glaze. Combine the ketchup, brown sugar, and 1 ½ teaspoons of Worcestershire sauce in a medium bowl. Stir well.
When the time is up, carefully remove the sheet pan from the oven. Evenly coat the chicken meatloaf with the ketchup glaze.
Place the sheet pan back in the oven and cook until the internal temperature reaches 165 degrees Fahrenheit, about 10 to 13 more minutes.
